HONORARY CIRCLE GALLERY

Mr. Chan Ah Yung and Mdm Cheong Kam Tai (aka Mrs Chan)

Mr Chan was a member of the Pro Tem Committee, which began meeting in early 1992, and later served as part of the first Executive Committee (Exco) in 1994. Both Mr and Mrs Chan made significant sacrifices for PERKOBP, including allowing their home to be used as a storehouse in the early years to store fast food condiments.

Mr and Mrs Chan also served, on a rotational basis, as Honorary Treasurer of PERKOBP from its early days until 2017.


The Late Mr. Phang Ah Let @ Phang Voon Wah (Peter). (1946-2011)

The late Mr. Peter Phang was present at the formative meetings of PERKOBP in early 1992. He served as Chairman of the Pro Tem Committee and was subsequently elected as the organization’s first President, a role he held with dedication until his passing in 2011.


Mdm. Jessica Soong Gin Lin

Jessica, the wife of the late Mr. Peter Phang, joined the founding group of PERKOBP in early 1992. She stood steadfastly by her husband and has continued to support PERKOBP from its earliest beginnings to the present day. In addition to her enduring commitment, Jessica served as the organization’s Internal Auditor from 2009 to 2024.


The Late Mdm. Low Choy Yee (a.k.a. Mrs Lim) (1943 – 2024)

The late Mdm. Low Choy Yee (fondly known as Mrs. Lim) and her husband joined PERKOBP in 1992. She played a pivotal role in establishing the PERKOBP kitchen at the premises located at 6½ miles, Jalan Puchong. Under her leadership, a team of capable trainees prepared daily lunches for approximately 50 people during the organization’s peak years. Mrs. Lim was also an active contributor to fundraising efforts, participating in food fairs and flea markets at Amcorp Mall, PJ, and consistently ranking among the top five sellers of PERKOBP’s desktop calendar. She retired in 2017 due to declining health.


Mr. Chng Cheng Hui

Mr. Chng Cheng Hui joined PERKOBP in mid-1993 and was appointed as its first Honorary Secretary. In 2007, he stepped down from this role upon joining PERKOBP as a staff member, following his retirement from a distinguished career in the shipping and logistics industry. He was subsequently designated as the organization’s Executive Secretary.

In this capacity, Mr. Chng served as the primary administrative liaison for PERKOBP, overseeing the processing of new memberships and representing the organization within broader disability advocacy networks. He actively participated in talks and discussions on the management of children with learning disabilities, contributing to the advancement of awareness and support in this field.

At the age of 72, Mr. Chng retired and stepped down as Executive Secretary, effective 1 December 2025.


Mdm Siew Chooi Cheng

Madam Siew joined PERKOBP in mid‑1993 together with her husband, Mr. Chng Cheng Hui. With her background in corporate accounting, she volunteered to manage the organization’s accounts. In addition to bookkeeping, she also served as a volunteer in the Sheltered Workshop. From 2010 to 2023, Madam Siew became a paid part‑time coordinator, continuing her dedicated service to PERKOBP. She retired in July 2024, concluding more than three decades of faithful contribution to the organization.


The Late Reverand Peter John Young (1926-2014)

The late Rev. Peter Young was the Executive Director of Malaysian CARE. As an advisor, he, together with his team from Malaysian CARE, led and guided the founders in the formation and registration of PERKOBP. They also played a key role in establishing the PERKOBP Employment Training Centre.


Mdm Lim Saw Gaik

In 1992, Mdm Lim served as the Director of People with Special Needs Division at Malaysian CARE. Together with the late Rev. Peter Young, she guided PERKOBP in its formation and in establishing the PERKOBP Employment Training Centre.

She is currently serving at Siloam House, which she founded in 2002.


Mr. Tan Yu Keong

Mr Tan Yu Keong, a lawyer with Malaysian CARE, served as the legal advisor to PERKOBP in its early years. He was primarily responsible for finalising PERKOBP’s constitution. Mr Tan is now an Elder at Faith Evangelical Free Church in Taman OUG, Kuala Lumpur.


Mr. Lee Ming Teck

Mr. Lee was a Board Member of Malaysian CARE. A Certified Public Accountant (CPA) by profession, he served as the initial internal auditor of PERKOBP and guided the organization in its early accounting and bookkeeping. He has remained actively engaged in social work, assisting parents of children with special needs in establishing programs for their development. In addition to his accounting expertise, Mr. Lee is a professional counselor registered with the Australian Counselling Association. He currently serves as Chairman of a parent support group affiliated with Emmanuel Methodist Church in Petaling Jaya


Ms. Clarissa Chang

Ms Clarissa was a seconded from Malaysian CARE to work with PERKOBP in setting up and managing PERKOBP Employment Training Centre in early1994.


Ms. Pauline Wong Poh Lin

Ms. Pauline was also seconded from Malaysian CARE to help establish and manage PERKOBP Employment Training Centre. She served in Malaysian CARE for more than 3 decades and is now back supporting the Pre-Vocational Activities at PERKOBP.


Ms. Peggy Che Kok

Ms Peggy Che was the first full-time staff member at the PERKOBP sheltered workshop in 1995. She resigned as a coordinator at the end of 2003 to establish the PERKOBP Group Home in 2004, where she cared for five PERKOBP special needs (SN) adults. These residents stayed at the home from Monday to Friday.

In 2010, the PERKOBP Group Home was closed. Peggy, together with a former staff member, Ms Yus, went on to establish a private home to continue caring for these individuals.


Ms. Ho Lin Mur

Ms Ho was a compassionate and dedicated staff member at PERKOBP from 1996 to 2004. She helped train and guide special needs (SN) trainees, many of whom showed positive progress and improvement. She is currently a committee member of the Parents Support Group for Special Needs at FGA Church.


Ms. Yusnira Muhamed Yusuff

Yus, as she is fondly known, began working at PERKOBP in December 2004. After nearly a year, she suffered a fall that resulted in a slipped disc and had to stop working until her health improved.

After several months, she returned to PERKOBP as a part-time staff member. In 2010, she joined Peggy Che’s group home, where she cared for two PERKOBP special needs (SN) individuals.
